Besides the acetone in which the acetylene is disolved, the cylinder is filled with fitted blocks of porus volcanic pumice. The pumic prevents probagation of explosive shock waves in the acetylene filled acetone and thus reduces the possibility of an explosion. The cylinders are also fitted with low temperature melting "fuses" that prevent over pressurization due to heat. Another safety feature.
All these features make acetylene cylinders safe to use but not completely explosion proof. They will not detonate with full force but they can rupture and when the fuses melt out there is a serious conflagration.
